CB RES Application for the Gulf of Riga Offshore Wind Farm

Enefit had previously submitted the CB RES status application for the Gulf of Riga offshore wind farm independently. On the first attempt, the project was not included in the European Commission’s CB RES list, clearly demonstrating the high and detailed requirements of the programme.

Following this experience, Enefit decided to engage Haap Consulting to strengthen the application and improve the project’s chances of success.

Haap Consulting joined the process at the beginning of a new CB RES application preparation phase. Our team reviewed the previous application as well as the European Commission’s expectations and assessment criteria, and supported Enefit in restructuring the application to better align with the objectives of the CB RES programme.

The work focused on clearly highlighting the project’s cross-border dimension and regional cooperation, as well as the contribution of the Gulf of Riga offshore wind farm to European energy security and climate objectives. In addition, Haap Consulting helped to more closely align the project with the CEF Energy funding framework.

In close cooperation with Enefit, a significantly strengthened and more compelling CB RES application was prepared. The application described the development of an offshore wind farm with a capacity of up to 1 GW in the Gulf of Riga and its connection to the Estonian electricity grid. Particular emphasis was placed on the project’s positive impact on both the Estonian and Latvian energy systems, as well as its role in advancing cross-border renewable energy development.

The revised application received approval from the European Commission, and the Gulf of Riga offshore wind farm was included in the official CB RES (Cross-Border Renewable Energy) list. This gives Enefit the right to apply for funding from the CEF Energy programme for both preparatory studies and the construction of the offshore wind farm. Achieving CB RES status confirmed the project’s strategic importance at the European level.
