Tourism Sector Labor and Skills Needs Study and Policy Recommendations

According to the Tourism Strategy for the years 2022–2025, among other things, the main challenges in the tourism sector are the domestic reputation of the sector and labor shortages, as well as innovation in education. In addition to recovering from the crisis caused by the COVID-19 pandemic, the tourism sector needs to undergo a green and digital transformation in the coming years. These developments and a change in the attitude towards work may require new or deepened skills from those working or entering the field.

Given these challenges, Haap Consulting conducted a study with the aim to determine the following:

  1. the profile of skills and competencies and the number of employees needed by the tourism sector in the short term, during crisis recovery, and in the long term following the sector’s green, digital, and innovation transformation;
  2. the opportunities for policy makers and sector practitioners to influence the labor market and workforce education and skills; reduce labor turnover; and motivate employees capable of implementing the sector’s green, digital, and innovation transformation.

Based on the study, we have compiled recommendations in four areas: digital and green transition, education, skill needs, and flexible working.
