We helped Võru Municipality secure 626 thousand euros for sports development

Võru Municipality has taken an ambitious approach to developing its sports sector to provide better sports and exercise opportunities for its residents. To achieve this goal, the municipality decided to apply for funding from the “Accessible Quality Public Services – Võrumaa” measure. The total project cost amounted to 894,838 euros, of which 626,386 euros was the funding secured with the help of Haap Consulting.

The project focuses on developing sports facilities and events based on service design principles, ensuring that the needs of all target groups are considered. Additionally, investments are made in renovating sports infrastructure, and a new project coordinator position is created to ensure the sustainability of the initiative.

As part of the project, we assisted Võru Municipality in preparing the following documents and analyses:

  • Application form
  • Financial analysis
  • Analysis of necessary activities and their alternatives for the development of the sports sector in Võru Municipality
  • “Do No Significant Harm” assessment for Parksepa Stadium
  • “Do No Significant Harm” assessment for Väimela Health Center
  • Climate risk impact assessment (Parksepa Stadium)
  • Climate risk impact assessment (Väimela Health Center)

The successful implementation of the project will bring several positive changes to Võru Municipality, the most significant of which include:

  • Improved sports infrastructure – The renovation of Parksepa Secondary School Stadium and enhanced accessibility at Väimela Health Center, ensuring opportunities for people with mobility impairments.
  • Creation of a sports coordinator position – A new specialist will be responsible for sports events and cooperation, improving cross-sector communication and development activities.
  • New sports events and training opportunities – As part of the pilot project, at least 12 new sports events will be organized, and six new training opportunities will be launched during 2025-2026, increasing participation opportunities for local residents.
  • Raising awareness and training – 12 demonstration days will be held, the municipality’s website will be updated, and at least six training sessions will be provided to sports personnel to enhance sectoral expertise.
